Read the inherent effect on Divine Favor. You **want** to have pretty high divine favor on your monk, even if you don't use a single divine favor skill.

understood

For each rank of Divine Favor, allies are healed for 3.2 whenever you cast Monk spells on them. Several Monk skills, especially spells related to Energy gain and healing, become more effective with higher Divine Favor.

I'm not sure exactly what you want here. You should have 9 in Divine Favor most of the time, so you meet the req of The Scareater. Even if you don't have 9 in Divine, you only need the req for the damage anyway, and you shouldn't be trying to do damage anyway. (That is to say, even if you don't have 9 in Divine Favor, you'll still get the energy, health, and spell bonuses from the staff, anyway.)

At any rate, there appears to be no other green staffs that req Prot or Heal and give you the same stats as The Scareater.

Divine Favor is what makes a Monk a Monk. Divine Favor is why your heals do better than any other player who is a Monk secondary using the same skills at the same attribute level.

With the 9 ranks in Divine that you have to get the damage out of your staff (you could use it with less than 9, but you would do less than 11-22 dmg... but come on... you should be using your skills/spells FAR more than you are using your pea-shooter staff to attack...) you are getting a *FREE* +28hp Heal for EVERY SPELL YOU CAST. That's like getting a free rank 2 Orison of Healing for every cast... you really want to drop your Divine?

My suggestion is to go read the Stickied Monk Guide in the Campfire section. The WoH Hybrid Heal/Prot setup is great for PvE, and it would give you helpful tips on what equipment to use.

The closest you are going to get with a Green Healing Staff is:

Deldrimor Healing Staff (end game green from Prophecies): q9 Healing
Holy Dmg 11-22, HSR (20%), Energy +5 (HP>50%), HP +30, HP +30
(you'll gain +5e (HP>50%) but lose HCT Heal (20%))

Droknar's Healing Staff (end game green from GW:EN): q9 Healing
Holy Dmg 11-22, HSR (20%), HCT Heal (20%), HP +30, Enchantments +20%

The Wingshielder (dropped by Horai Wingshielder from GW:EN): q9 Healing
Holy Dmg 11-22, HSR (20%), HCT Heal (20%), Energy +5, HP +30

The closest you are going to get with a Green Prot Staff is:

As Quaker said: The req 9 part only effects the stave's dmg. The casting time and other mods on it can be used @ 0 req. Your monk could be using a req 13 death magic staff and it would do the same thing if the stats were the same.

If you use a staff which you don't have the req. for, you don't get the full bonus. If you use a staff the inherit +10 energy for staffs is reduced to 3 if i'm not mistaken.

You're mistaken

The *only* thing meeting the requirement on a staff does is that you wand for the specified damage. So a r9 divine favor staff with 11-22 damage +10e etc etc if you have the r9 you'll do wanding damage for 11-22, if you don't have r9 in divine then you'll do the base damage of like... 3 but you still have the +10e and all the extra doodads.

Which really doesn't matter as generally if you're wanding as a caster then yer doin' it wrong.

You are right Kamara. I tested it, but i thought it was the same of a staff as it was for a focus. Also wanding as a monk isn't always fail -_-, if you use heroes and henchies you'll have to wand to make them attack and call targets. I also killed several people in RA with my monk pro-wanding (2 dmg ftw).

the only part of any item affected by req. is the part immediately preceding (requires x attribute) in the weapon/item description.
armor on shield
energy on offhand
damage on everything else (that i can think of)
this is why casters often carry swords/axes
